Greetings to all web visitors,

The City of Sturgeon Bay's Engineering Department is staffed by Mr. Brian Spetz and myself. I am Anthony (Tony) Depies and serve as the City Engineer. I have 24 years of municipal engineering experience; have worked for two different communities and have made Sturgeon Bay my home town for the last 8 years. I graduated from the University of Wisconsin, Milwaukee with a Bachelor of Science Degree in Engineering with a civil and municipal engineering emphasis.

I started my professional career in 1984 working for the City of Port Washington and for 6 years served as the Assistant City Engineer, Building Inspector and Zoning Administrator. In 1991 I was promoted to be the City Engineer, a position I held for 10 years. The accomplishments that I am most proud of during my time in Port Washington include the waterfront redevelopment, municipal marina construction, Grand Ave reconstruction and the creation of a new park on the waterfront in the heart of downtown.

I joined the staff in Sturgeon Bay in 2001 and quoting Yogi Berra it was like "De-je-vu all over again" as the city continued to redevelop the waterfront, created a new waterfront park (Graham Park), prepared for the reconstruction of 3rd Avenue and Egg Harbor Road. It has also offered new challenges like the Oregon Street Bridge construction and preparing for the Michigan Street Bridge rehabilitation.

Looking back on these successful projects, I understand why my favorite college professor described being a City Engineer as the greatest job in the world, because building things that will last a life time make the destination worth the trials of the journey.

Brian is a Sturgeon Bay native who returned to Door County after earning his Bachelor of Science Degree in Art and Cartography from the University of Wisconsin Madison. He began his career working for the County of Door and then Baudhuin Engineering before trying to leave the county a second time by moving to the City of Unalaska, Alaska. Working in the Public Works Department for 5 years he again returned to the Sturgeon Bay area, eventually starting his own computerized mapping and drafting business. In 2007 he was, once again, drawn into public service and has now worked with me for the last 2 years. Brian's training and drafting skills have allow us to create useful maps, develop construction plans, build roads and other infrastructure while saving the city much more than his salary in engineering expenses. In-between these types of projects he diligently creates the data needed to meet the demand for the information that is expected in the 21st century.

The City Engineer, under the direction of the City Administrator performs diversified engineering work including planning, design, project management, construction staking and inspection, mechanical and computer aided drafting (utilizing AutoCAD) for the creation of construction plans. Provides construction management and inspection services to insure that jobs are completed per the plans and specifications; updates maps, utilizes modern information management techniques; assures computerization of public works records necessary for the development of a GIS system (utilizing ArcView software); manages, coordinates and oversees the work of consulting engineers during the course of design and project management.  Position functions shall include assignments on behalf of Sturgeon Bay Utilities.

  • Prepares and maintains a detailed five and ten year capital improvement plan for municipal infrastructure including accurate estimates of probable costs and associated maps.
  • Prepares annual department capital and operating budgets, along with appropriate studies, reports and recommendations pertaining to the position=s area of responsibility as described herein.
  • Prepares  project specifications  including plan preparation, acceptance testing, evaluation of field conditions, design changes and necessary reports.
  • Drafts detailed dimensional drawings and specifications such as those needed for street, storm sewer, drainage and other Utility plans, systems and projects for public construction.  Calculates dimensions, profile specifications and quantities of materials such as pipe, concrete and asphalt. 
  • Coordinates, reviews, and prepares recommendations on all engineering work referred to consulting engineering firms for engineering assistance.  Oversees the work of consulting engineers to maintain quality, accuracy, and timely project implementation, completion and acceptance.
  • Responsible for maintenance of sidewalk/public walkway, water, sewer, storm sewer utility atlases to integrate with GIS.  Integrates record drawings into atlases within a timely manner.
  • Prepares and maintains   storm drainage, street system maps, databases and comprehensive plans.
  • Prepares plans  and specifications for public bidding while implementing the goals and project plans for the City's storm water utility.
  • Responsible for public information and outreach, and project notification during project design and implementation.
  • Prepares and maintains the GIS; designs from sketches; using computer assisted drafting (CAD) equipment and GIS software.
  • Prepares and maintains the city maps using computer assisted drafting (CAD) equipment, including the official map and zoning map.
  • Performs engineering review of development plans and engineering.
  • Coordinates  and conducts field surveys, staking of construction projects and measuring completed work utilizing a Total Station, GPS and electronic data collector.
  • Inspects construction sites to determine conformance of site to design specifications.
  • Administers subdivisions and certified survey maps in conjunction with Community Development Director.  Participates in subdivision and development review process as needed.
  • Administers special assessment process.
  • Prepares bids packages for in-house projects and coordinates at field level including project staking.

Maintains City=s pavement management data base including transmittal of reports to outside agencies.

Prepares and coordinates grant applications and obtains grants for various City projects.  Submits reimbursement requests in a timely manner.

Staff liaison to the City Plan Commission, Board of Public Works, and Sturgeon Bay Utilities as needed.  Attends necessary meetings.

Integrates all engineering functions with Community Development activities to advance the community and enhance infrastructure.

Assists in the study and preparation of special projects and furnishes technical information  to the  the Mayor, City Administrator, Common Council, Board of Public Works, Sturgeon Bay Utilities and other boards and commissions.

Coordinates diversified professional engineering work associated with the planning, design, construction, inspection and maintenance of public works projects and activities.

Performs similar or related duties as directed by City Administrator to support other city departments or officials with official city business. Performs related work and tasks as required.
